Canada will welcome 500,000 new immigrants by 2025.

The Levels Plan for Immigration Levels Plan acts as a reference for the number of new immigrants Canada will accept in the coming three years.

Canada has just announced the details of its Immigration Levels Plan 2023-2025.

Canada hopes to welcome 465,000 new immigrants by 2023.

The goal will increase to 485,000 immigrants by 2024.

The number will increase to 500,000 new arrivals by 2025.

Canada has broken records for its highest immigration rate, admitting more than 405,000 new immigrants in 2021. It anticipates welcoming nearly 432,000 immigrants in 2019.

The immigration Levels Plan acts as an indication of the number of immigrants Canada will accept every year. The immigration goals of Canada include growing economic growth, uniting families, and providing asylum to refugees fleeing from hardship in other countries.

Express Entry and PNP targets will increase.

Most permanent residents migrate via economic class programs like the Express Entry system or provincial nomination programs (PNPs).

The objectives of Express Entry landings (principal applicants’ spouses, dependents, and top applicants) will increase as follows:

  • The number of people who will be 82,880 by 2023
  • In 2024, 109,020 people will be
  • 114,000 by 2025

The PNP will continue to be Canada’s top admissions program for economic-class immigrants. The program’s goals will be increased to:

  • In 2023, 105,500
  • 110,000 by 2024
  • In 2025, 117,500

Admission to the PGP is higher.

IRCC additionally has the responsibility to help families reunite. In addition to economic class programs, the family-based class of sponsorship is the second-largest permanent residence class as defined under the Immigration Levels Plan. In the family-class immigration programs, applicants are sponsored to obtain permanent residence by their parent, partner child, or any other family member.

Canada continues to try for an average of 80,000 new immigrants annually under the Spouses, Partners, and Children program.

The goals to be met for this program Parents and Grandparents Program will increase to 28,500 by 2023. Then, it will increase to 34,000 in 2024, then 36,000 by 2025.

Humanitarian and refugee classes are the main target to fall.

The refugees and immigrants of the humanitarian class also receive an allocation in the Immigration Levels Plan. Canada has a long-standing tradition of granting asylum to people fleeing dangerous situations in their countries of origin.

Canada currently has high human rights class goals due to its efforts to continue to complete various campaigns, including accepting around 40 000 people from Afghanistan.

The goal for the refugee class overall is just over 76,000 landings each 2023 and 2024 and then drop to 72,750 in 2025.

This is also true for the target of the humanitarian class, which is decreasing from 16,000 in 2023 to just 8,000 in 2025.

Canada’s immigration policy

The current immigration policy of Canada began to develop into its present form in the late 1980s. In the 1980s, the government didn’t look too far into the future and frequently set immigration goals based on the current economic situation.

When the year 1984, Canada admitted fewer than 90000 new immigrants. In the years that followed in the 1990s, the Canadian government of the Conservatives recognized the growing shortage of workers and increased the number of immigrants up to 250,000 new permanent residents within the span period of 8 years.

The next Liberal government aimed to achieve these goals. Still, the economic recession emphasized attracting newcomers to Canada, allowing more economically disadvantaged immigrants and decreasing Canada’s humanitarian and family class share.

Canada welcomed about 260,000 immigrants every year until the current Liberal government was elected in 2015. The goal was increased to 300,000 before being followed by 340,000 just before the outbreak of the COVID-19 disease in the year 2020.

The closure of border crossings and other travel limitations for 2020 made it more difficult for IRCC to handle applications. However, Canada exceeded its 2021 goal for Immigration and broke records for the highest number of permanent residents admitted during the year, which was 405,000. The targets were met with large spots in Canadian Experience Class and Provincial Nomination Programs (PNPs). Canadian Experiential class as well as Provincial Nomination Programs (PNPs).

Canada is in an unusual time when there is a labor shortage and almost 1 million job openings. Both of these factors are driving the country’s increasing immigration goals.

Labor shortages are further exacerbated due to Canada’s low birth rate of 1.4 children per woman, which is among the lowest in the world. Because of the slow population increase (the number of births more than the deaths every year), Immigration will soon be the only way Canada’s workforce and population can expand. The newcomers will also be required to sustain a solid tax base, which is essential in Canada’s efforts to provide vital services such as healthcare and education.

Canada is one of the most ancient populations on earth. Around nine million people, roughly one-quarter of the population, will be at retirement age by 2030. This will cause a severe shortage of laborers across all industries.

The government has to declare its Immigration Levels Plan each year before November 1, per the Immigration and Refugee Protection Act (IRPA), Canada’s principal immigration law. However, the 2022-2024 Immigration levels plan was not the first announced in 2022. The first was announced in February following the last federal election, which took place on September 20 20, 2021, which led to the announcement of a 2021 delay the 2021 announcement.
