What is the Manitoba Provincial Nominee Program?

Canada’s first PNP nominates more than 5,000 applicants each year.

In 1998, Manitoba became the first province to implement the Provincial nominee program. Since its inception, the PNP has greatly benefited Manitoba’s economy, population, and labor force.

For Canadian newcomers, Manitoba is a popular choice. Nearly 90 percent of provincial nominated workers get a job within their first year. The province has a high retention rate, with almost 90 percent choosing to remain in the area.

Manitoba has both enhanced and base immigration streams. The stream with an enhanced immigration stream is associated with the express entry system. The federal government uses this to process permanent residence applications. Express Entry assigns immigration candidates a score using the Comprehensive Rating System (CRS). Candidates with the highest scores can apply for permanent residence.

You can get 600 additional CRS points if nominated by a provincial program. This guarantees that the candidate for immigration will be granted an Invitation To Apply (ITA).

Candidates must be nominated by their province to apply to the Immigration, Refugees, and Citizenship Canada (IRCC) base streams.

Manitoba Immigration Streams

If you want to immigrate to Manitoba via the PNP, there are five options:

  • Manitoba Stream Skilled Worker
  • Skilled worker overseas
  • Manitoba Business Investor Stream
  • International Education Stream
  • Morden Community Driven Initiative

Skilled Worker in Manitoba Stream

The Skilled Workers in Manitoba Stream caters to temporary foreign workers and international students who are currently employed in Manitoba and have been offered permanent, full-time employment in Manitoba. There are two paths to the stream: the Manitoba Work Experience Pathway and the Employer Direct Recruitment Pathway.

For people who have a temporary work permit and are currently employed in Manitoba, the Manitoba Work Experience Pathway can be used. Eligibility for the Employer Direct Recruitment Pathway requires interviewing a representative from Manitoba PNP or a Manitoba employer. This interview is carried out outside of Canada. Before applying for this pathway, you must be issued an Invitation to Apply.

Skilled Worker Stream

The Skilled Workers Overseas stream is open to qualified, skilled workers from somewhere other than Canada but has a strong connection or relationship with the province. If you’re already in Canada, you may be eligible.

There are two paths to the stream: the Manitoba Express Entry Pathway and the Human Capital Pathway.

Candidates with an Express Entry profile or candidates eligible to apply for the Manitoba PNP can use the Manitoba Express Entry Pathway. Candidates must have worked in an occupation listed on the provinces’ In-demand Occupations list and be connected to Manitoba.

The Human Capital Pathway is designed for skilled foreign workers who have worked in the provinces ‘In-Demand Occupations List.

Manitoba Business Investor Stream

The Manitoba Business Investor Stream was created for those who want to start a business in Manitoba.

The stream has two paths: the Entrepreneur Pathway and Farm Investor Pathway.

For candidates who have experience in the farming business and wish to set up and run a farm in Manitoba, the Farm Investor Pathway is available.

The Entrepreneur Pathway allows the province to attract eligible foreign business owners to move to Manitoba. Business owners must be able to either co-own or establish a new business, or they will not be selected. In Manitoba, they must do this within their first two years.

International Education Stream

For international students from Manitoba, the International Education Stream allows them to remain in Manitoba permanently. It offers graduates who meet the labor market requirements faster paths to permanent residency.

There are three options for the stream: Career Employment Pathway (Graduate Internship Pathway), Student Entrepreneur Pathway (Graduate Apprenticeship Pathway)

The Career Employment Pathway is designed for graduates of post-secondary who are in long-term employment in a high-demand occupation in Manitoba.

The Graduate Internship Pathway for International Master and Doctoral Graduates is available to those who have completed an Accelerate, Elevate internship at Mitacs. This organization works with the Manitoba government to offer internships to international students.

International Student Entrepreneur Pathway offers international students from Manitoba universities the chance to start their businesses.

Morden Community-Driven Immigration Initiative

Morden, a small town located southwest of Winnipeg, is actively seeking immigrants to work in specific occupations to help meet its labor market needs. They also want permanent residents in Canada.

To be eligible for the Morden Community Driven Immigration Initiative, you must meet age, education, and work experience requirements. You must also not be connected to Canada or have sufficient money to settle in Morden.

What is the Manitoba PNP?

You must submit an Expression of Interest (EOI) if you want to immigrate to Canada via the Manitoba PNP. After you have completed the online questions, you will be given a score. The top-scoring candidates will be invited for a Manitoba PNP application.

The Manitoba provincial government will nominate you if your application is successful. This nomination would be used to apply directly to Canada for a permanent residence visa. Express Entry candidates would spread through the Express Entry system.

Processing time for Manitoba PNP takes approximately six months. IRCC then processes permanent residence applications.
