Manitoba and Northwest Territories Release Updates on Immigration Programs

Manitoba has recently conducted a new round of invitations under its Provincial Nominee Program (PNP), while the Northwest Territories Nominee Program (NTNP) has reached its intake limit for 2025. These updates highlight key changes and opportunities for prospective immigrants looking to secure Canadian permanent residency through provincial pathways.

Manitoba Provincial Nominee Program (MPNP) Draws

Between February 21 and 28, Manitoba issued Invitations to Apply (ITAs) under two key immigration streams: Skilled Worker in Manitoba and Skilled Worker Overseas.

Skilled Worker in Manitoba Stream

On March 21, Manitoba conducted a draw for candidates under this stream, which focuses on individuals with a strong connection to the province. To qualify, applicants or their spouses must have completed post-secondary education in Manitoba.

  • Number of Invitations Issued: 101 Letters of Advice to Apply (LAAs)
  • Minimum Score Required: 844
  • Supporting Documents: Candidates must submit proof of Manitoba education, such as a diploma and transcripts, or decline the invitation.

Skilled Worker Overseas Stream

This category targets applicants outside Canada who have been invited through a Strategic Recruitment Initiative.

  • Number of Invitations Issued: 7 LAAs
  • Minimum Score Required: 705
  • Express Entry Integration: Out of the 108 total invitations, 23 were issued to candidates with a valid Express Entry profile and a job seeker validation code.

Northwest Territories Nominee Program (NTNP) Update

The NTNP recently provided an update regarding its application intake for 2025. As of March 6, 2025, the NTNP officially closed its intake period for new applications.

  • Total Applications Received: 90 applications were randomly selected from the submitted intake.
  • Notification Process: Selected candidates have already been notified via email.
  • Waiting List Policy: Applications that were not selected remain in the queue until December 12, 2025.
  • Additional Selection Process: If an application is withdrawn or denied, NTNP will randomly select another application from the queue for review.

Nomination Cap for Northwest Territories

The Northwest Territories has an annual immigration allocation of 150 nominations for 2025. However, since 60 applications from 2024 exceeded last year’s limit, they are now being processed under the 2025 quota. This means that only 90 new applications were accepted to stay within the yearly allocation.

What This Means for Immigration Candidates

For individuals interested in immigrating to Manitoba, maintaining strong ties to the province—such as completing education there—can improve their chances of receiving an invitation. Candidates from outside Canada looking to immigrate through Manitoba should keep an eye on Strategic Recruitment Initiatives, which may provide targeted invitations based on labor market needs.

For those considering Northwest Territories, the intake cap means fewer new applications are being processed this year. Applicants should ensure their profiles are as strong as possible and consider alternative PNP options if they were not selected in this round.
