In May, Canada’s Provincial Nominee Programs issued more than 1,400 invitations for province nominations.

The PNP is an integrated immigration program administered jointly by the federal, territorial, and provincial governments. It allows Canadian provinces and territories to establish their immigration streams to serve their labor market better and achieve economic development goals.

Canada introduced the PNP in 1998 to help spread the benefits of immigration more evenly across provinces. It also encourages immigration to smaller areas and less populated parts of the country. The PNP is responsible for a large share of economic migration to Canada’s provinces and territories today. Many smaller Canadian provinces, such as Newfoundland and Labrador and Prince Edward Island, Nova Scotia and New Brunswick, Manitoba, and Saskatchewan, rely on the PNP to meet their labor force and demographic needs. In 2024, more than 93,000 permanent residents will be admitted annually by the PNPs.

Express Entry-Linked PNPs

The majority of participating territories and provinces have at least one PNP stream aligned to the federal Express Entry system. This is Canada’s management system that manages three immigration programs: Canada’s Experience Class (CEC), the Federal Skilled Workers Program (FSWP), and the Federal Skilled Trades Programs (FSTP). The Express Entry-linked PNP streams (also known as “enhanced PNPs”) allow a province or territory to select candidates from the Express Entry pool and invite them for a provincial nomination. Express Entry candidates nominated by a PNP automatically receive 600 Comprehensive Ranking System points (CRS) and their base score.

One thousand one hundred thirty-four candidates were invited to apply in two separate Express Entry draws that were PNP-specific. FSWP and CEC invitations have been put on hold to reduce the Express Entry backlog, which has grown in response to administrative problems caused by the pandemic. In April, Canadian Immigration Minister Sean Fraser stated that express entry invitations for CEC and FSWP candidates would resume in July.

The Minister stated that most Express Entry applications would be processed within the six-month time frame set by IRCC.

Alberta

Alberta published the results from one Alberta Advantage Immigration Program draw (AAIP) in May. On May 19, 100 candidates were invited by the province to apply for a provincial nomination under the Alberta Express Entry stream. To be invited, candidates must have a minimum CRS score of 382.
